HTC Touch phones are open to all carriers?

I'm living here in Brazil and my mother living in Saudi Arabia wanted to buy an HTC Touch (Touch Pro or Touch Cruise). I was just wondering if I can use it here in PH. I'm thinking the same as your iPhone. She has her own carrier.

Most phones initially (unless otherwise noted) are locked to the carrier which they came. If you unlock them, then you can use any SIM from any carrier in the world for them, much like my iPhone unlocked.
