Google Android challenge?

Hi, Google has an agreement with Android on your site now, so I have to ask this question here. Anyone know to 17 years of age who live in Ohio, I can participate in the challenge to developers, if your parents sign for it? Seventeen years old is not legal, but it still may participate if their parents sign for it?
