Android phones that will get the latest operating system Android?

Basically, what I'm asking here is … Is there a website or something that will make me say, at some point, that phones will be receiving 2.0 or 2.1 and why or why not? Moreover, there is a place that I can discuss and ask questions about how developers are supposed to overburden, or impair their applications based on different specifications of the various phones droid out there? (size the screen, processor, etc. ..) God, I wish Google was the Apple … thus all the app would work on every phone, and always exactly the same way. Thanks Brian F. You also make a strong point. Of course, everything works on the iPhone … but with the iPhone you can only make applications as good as the iPhone will support crappiest (all in name leave it out for all your devices) I think while I'm broke and in college I do not want to buy a new phone every year.
