Can you do iPhone Dev without owning an iPhone or a Mac?

I would like to do some game development for the iPhone. You have to own a computer Mac for iPhone development? You can do development on Windows? Secondly, you have to own an iPhone or you could use any type of emulator to test your applications? I do not want to spend tons of money on a Mac or an iPhone but I would like to make some cool apps.
