How Can I Get New iPhone 3G? Please Help.?

I currently have a 2-year contract with AT & T that I started in December 2007. I thought it would be able to get the new iPhone on July 11 if I sign a new contract for 2 years. However, I called AT & T and they told me I could not buy the new iPhone for $ 199 until August 2009. Otherwise, I would have to pay the full price of the new iPhone. There are other options that I have so I can get the new iPhone?
